A NSA mission to gather data on Anarchy 99, a hired fighter gathering of previous Russian officers goes astray when the operator's character is found. Turmoil 99 has a biochemical weapon named "Noiseless Night," missing since the fall of the Soviet Union, and NSA Agent Augustus Gibbons trusts the best way to draw near is to enlist an operator that would not have any binds to the United States government.
